CBO: Millions Could Lose Health Coverage as Enhanced Premium Tax Credits Expire!

The Congressional Budget Office (CBO) says that changes to the premium tax credit (PTC) will likely increase the number of uninsured Americans. Because the One Big Beautiful Bill Act allows the “enhanced” PTC made available by earlier legislation to expire, eligibility income caps will be lower and more taxpayers will be required to repay excess advance PTC amounts. Starting in 2028, taxpayers who claim the PTC must annually verify their income, immigration status and place of residence. In an Aug. 25, 2025, letter (https://bit.ly/41IMMgZ ) to several U.S. House leaders, the CBO estimated that 2.4 million current Affordable Care Act Marketplace participants will lose coverage as a result.
