A Sept. 30 deadline to fund the government for fiscal year 2026 is approaching. Republican lawmakers introduced a continuing resolution (CR) to fund the government until Nov. 21, 2025. A sticking point is that many Democrats and some Republicans want to extend an enhancement to the Affordable Care Act’s Premium Tax Credits (PTCs). Beginning in 2026, individuals who receive excess advanced PTCs based on estimated annual income must return the excess unless actual income is less than 100% of the federal poverty limit. Currently, those with incomes below 400% of the limit must make only partial repayments. Democrats in leadership won’t back a CR that doesn’t extend the credits. Stay tuned.
